Work Experience
Dr. Li has been engaged in research on regulations and policies related to patent and intellectual property management since 1997, and also served as a practicing lawyer in the military. In 2001, he joined the patent agency industry and has represented over 2000 patent applications, as well as over 200 patent invalidation, litigation and other related cases. He has accumulated rich experience in patent application writing, reply to official opinions, import patent business, export patent business, patent reexamination and invalidation, patent administrative litigation, patent infringement litigation, etc.. The technical field includes semiconductor technology, communication, data processing, display equipment, medical equipment, aviation equipment, as well as earth science and geological exploration.
He has published nearly 20 professional papers in magazines such as "Intellectual Property", "Science and Law", "Private Law", "Journal of Northwest University", and "Journal of Shaanxi Normal University", and participated in the development of three intellectual property protection guidelines and tutorials. As a major member of the research group, he participated in the intellectual property research project and won the third prize of the Military Science and Technology Progress Award in 2000. From 2005 to 2006, as a major member and author of the report, he participated in the research on "Strategies for Responding to Patent Law Treaties", which was one of the special topics of the third revision of China's Patent Law and Implementation Rules.
In 2017-2018, as a major member, secretary and chief writer, he participated in the research on the special evaluation of intellectual property protection status of the research project of China National Intellectual Property Administration’s "Ten year Evaluation of the Implementation of the National Intellectual Property Strategy Outline", as well as participated in multiple research projects. In 2013 and 2014, he was listed in the IAM Patent 1000 – The World's Leading Patent Practitioners by magazine Intelligent Asset Management (IAM). In 2016, he was listed as Asia IP Experts by Apex Asia Media Limited.
Associate professor at Tianjin University, assistant researcher at the International Intellectual Property Research Center at Peking University, off campus supervisor of the Master of Law at Beijing Institute of Technology, expert at China Enterprise Overseas Business Complaint Service Center of the Ministry of Commerce, and arbitrator at China International Economic and Trade Arbitration Commission, Taizhou Arbitration Commission, and Zhangzhou Arbitration Commission. Formerly served as an expert in the Expert Advisory Committee of the Supreme People's Court's Intellectual Property Case Guidance and Research (Beijing) Base, and a lecturer in practice training of patent agents under All-China Patent Agents Association.
